Why there is no position for women in the society?
India is a relatively pure parliamentary democracy, with no democratic traditions, and on which the dead hand of caste and religious tradition lies with the force of feudalism. Ultimately, the only remedy for the disenfranchisement of such elements in society as women and the caste of 'untouchables' is through education, and through a rigorously fair civil service system open to all. The short term, "affirmative action" approach hinted at by the questioner would be perceived as unfair, and would lead to chaos and violence--of which there is already too much in Indian society directed against women.
