Why are Jesuits kept on such tight leash?

the Jesuits are whimsically called “The Pope’s Storm Troopers.” Their loyalty to Pope and Church is legendary. But they are also iconoclasts. They “push the envelope” when it comes to theological inquiry, to the point where they often get into trouble. To their credit, they accept their punishment without complaint, but why they are kept on such a short leash.
