What about Pport and Identity theft?

I have recently had an experience with the SECUREMAIL service that handle all the Home Office Pport and identity mail .I felt the need to contact the customer care, ie complaints dep etc. Only to discover there are none. on there web site, by phone,or whatever.dose this mean because the are employed by the HOME OFFICE, there not open to complains?
