Who has the right of way when driving up a steep road.?

I have to drive up a steep road where cars are parked on the right hand side of the road, there is a lot of traffic using this road, most times I drive up this road the cars would stop at the top of the steep hill to let me go up first, but sometimes there is the odd person who will drive down the road ( they have to overtake the parked cars ) when I am half way up and curse as they p me, who has the right off way?
