Does a person get an electric shock when he touches the rods/wires at the backside of a refrigerator?

Ive touched mine a few times ive been shocked from it before but it wasnt life threatning, and sometimes i havnt been shocked i personally think its a matter of when you touch and what type of fridge you touch
